The High Desert ESD currently employs three staff attorneys, John Witty, Greg Colvin and Shawn Swisher, who provide legal services to the ESD and the ESD's five component school districts. In addition, seven Central and Eastern Oregon districts contract with the ESD legal services program for representation and counsel.

John, Greg and Shawn primarily provide legal counsel to Boards, Superintendents, Personnel Directors, building administrators and other supervisors regarding labor and employment issues e.g., representation in the collective bargaining process, labor contract administration and assistance in various aspects of "personnel" or "human resource" management.

Increasingly, legal assistance is also offered regarding other areas of school district activity, such as student rights and discipline, parental custodial issues, subpoena of witness employees and a smattering of special education law. They can be reached by calling (541) 693-5600.
